World Vision is hiring a Finance Officer – Mobile Money Disbursements to support financial operations within its humanitarian programs in Tanzania. Key Responsibilities:

Mobile Money Disbursements & Cash Management (60%)

  • Review payment schedules and verify supporting documentation before processing transactions
  • Resolve missing documentation issues promptly to prevent delays
  • Ensure timely uploading of mobile money payments onto the platform
  • Reprocess failed or rolled-back transactions in line with policy
  • Confirm all payments are created and approved in the system before disbursement
  • Process daily mobile money disbursements
  • Conduct weekly reconciliations to identify and resolve failed transactions
  • Maintain proper filing and storage of mobile money documentation
  • Ensure sufficient mobile money float is available for disbursements

Reporting & Analytics (5%)

  • Provide trend analysis on mobile money usage and beneficiary payment patterns
  • Ensure accurate allocation and reconciliation of mobile money balance sheet accounts

Risk Management (20%)

  • Monitor unusual transaction patterns and escalate suspected fraud cases
  • Support investigations with reconciled data and transaction histories
  • Contribute to mobile money risk assessments
  • Assist in implementing audit recommendations within required timelines

Capacity Building & Stakeholder Engagement (15%)

  • Train staff on mobile money procedures, documentation, and fraud prevention
  • Develop SOPs and reference materials for disbursement processes
  • Collaborate with service providers to resolve technical issues
  • Work with program teams to verify beneficiary lists before payments
  • Recommend process improvements to reduce transaction failures and delays

Requirements / Qualifications:

  • Bachelor’s degree in Accounting or Business Administration
  • Minimum of 2 years’ experience in finance or accounting, preferably in NGOs or financial institutions
  • Experience managing donor-funded projects
  • Knowledge of SunSystems is an added advantage
  • Proficiency in Microsoft Excel, Word, and PowerPoint
  • Strong planning and organizational skills
  • Customer care and interpersonal skills
  • Ability to maintain effective working relationships across teams
