Job purpose
The Procurement Officer will be responsible for managing the organization’s purchasing activities to ensure the timely, cost-effective, and compliant acquisition of goods, services, and works.
The position plays a key role in safeguarding transparency and integrity, promoting value for money, and strengthening supply chain efficiency to support effective programme delivery in the organization.
Duties and responsibilities
The Procurement Officer will be responsible for the following duties:
Solicit and analyse tenders from prospective suppliers and make recommendations to the Kivulini Tender Committee.
Draft and negotiate purchase contracts for products and services necessary for the efficient running of the Kivulini Maternity Centre.
Allocate purchase requests to preferred suppliers and ensure timely delivery of all required services.
Develop a procurement strategy that ensures price effectiveness, product quality, regulatory compliance, and robust supply alternatives for the most vital supplies.
Liaise with the Tanzanian Food and Drug Administration, Tanzanian Bureau of Standards, and the Tanzanian Revenue Authority to ensure all necessary import documentation is prepared consistent with Maternity Africa’s tax status.
Liaise with selected clearing agents to ensure the cost-effective and timely transport of imported goods to the Kivulini Maternity Centre.
Maintain and protect all documents relating to negotiated contracts and purchases.
Validate supplier invoices for conformity with purchase orders and supply contracts and recommend them for payment.
Track and report key functional metrics to reduce expenses and improve effectiveness.
Keep updated on changes in the marketplace, suppliers, or legal requirements and make recommendations to minimize the impact on Maternity Africa.
Collaborate with key personnel to ensure purchases are within the requirements of the department and organization.
Perform any other relevant duties as required by management in the day-to-day running of the Kivulini Maternity Centre.
Key qualifications, specifications and experience
Applicants should have the following qualifications, skills, and experience:
Diploma in Procurement or Purchasing and Supplies Management.
At least 3 years of experience.
Strong competence in Microsoft Office, especially Excel and Word.
Uncompromising integrity.
Strong negotiation and persuasion skills.
Strong organizational and time management skills.
Professional certification in procurement, such as PSPTB or equivalent.

The position
Maternity Africa is seeking to appoint a highly motivated, passionate and results-oriented individual with strong attention to detail and deadlines. The successful candidate will manage and oversee Human Resources management at Maternity Africa, based at Kivulini Maternity Centre in Arusha.
The Senior Human Resources Manager will be expected to provide technical leadership in Human Resources functions, lead and manage the implementation of the organization’s Human Resources strategic plan, and bring excellence, insight and proven leadership experience, especially within health care institutions.
The role will oversee more than 85 staff, with possible growth in employee numbers following the expansion of the organization. The position will also handle immigration and labour law technicalities related to a small team of international volunteers.
The Senior Human Resources Manager will report to the Country Director and will be accountable for delivering the organization’s Human Resources strategic direction and goals.

Key qualifications, specifications and experience
Applicants must have:
A Master’s Degree in Health Service Administration, Human Resources Management or Public Administration
Professional certification in Human Resources, which will be highly regarded, such as:
Certificate in Human Resources Management (CHRM)
Certified Human Resource Professional (CHRP)
Relevant training in management and administration in health institutions, which is a prerequisite
At least 10 years of hands-on Health Service Administration, management or leadership experience in hospital or health centre contexts
Middle to senior-level administration experience
Willingness and ability to focus on achieving Maternity Africa’s strategic priorities
Experience working in donor-funded projects, which will be an added advantage
Skills and competences
The successful candidate should have:
