Job Description
Raising The Village (RTV) is hiring a skilled WASH Officer in Tanzania (Kyerwa) to support implementation of integrated Water, Sanitation, and Hygiene (WASH) programs. This role combines engineering (WASH infrastructure) and community-based behavior change strategies, ensuring sustainable access to clean water and improved sanitation.
The WASH Officer will lead the full project lifecycle, including needs assessment, technical design, procurement, construction supervision, and hygiene promotion, working closely with local government authorities, community groups, and internal teams.
Responsibilities
1. WASH Program Leadership
- Lead end-to-end WASH project implementation from assessment to sustainability
- Integrate infrastructure development with hygiene behavior change initiatives
- Ensure alignment with RTV WASH Implementation Framework
2. Infrastructure & Engineering (WASH Hardware)
- Conduct WASH needs assessments and technical evaluations
- Design water systems (boreholes, piped systems) and sanitation facilities
- Prepare Bills of Quantities (BoQs) and technical drawings
- Manage procurement processes, RFPs, and contractor selection
- Supervise construction and rehabilitation of WASH infrastructure
- Ensure compliance with Tanzanian standards and quality benchmarks
- Support Water User Committees on maintenance and sustainability
3. Behavior Change & Community Mobilization (WASH Software)
- Implement methodologies such as CLTS, PHAST, and CHAST
- Develop Behavior Change Communication (BCC) strategies
- Conduct training for field teams and government stakeholders
- Lead hygiene promotion campaigns and community engagement activities
4. Stakeholder Coordination
- Act as liaison with district authorities, engineers, and health officers
- Build partnerships with NGOs, community leaders, and local institutions
- Integrate WASH activities with agriculture and financial inclusion programs
5. Monitoring, Evaluation & Reporting
- Track infrastructure performance and behavior adoption rates
- Analyze data to guide program improvements
- Maintain risk logs and propose mitigation strategies
- Prepare weekly, monthly, and donor reports
6. Cross-Functional Support
- Develop IEC materials in Swahili
- Support additional program tasks as assigned
Requirements
Education & Experience
- Bachelor’s degree in Water Resources Engineering, Civil Engineering, Public Health, Environmental Health, or related field
- Minimum 4 years of experience in WASH programs, including both infrastructure and behavior change
- Proven experience in WASH project lifecycle (design, procurement, supervision)
- Experience working with Tanzanian government institutions
- Experience in CLTS, PHAST, BCC, and community engagement strategies
Technical Skills
- Proficiency in AutoCAD, GIS, WaterCAD/Epanet, GPS tools, and Google Earth
- Strong Microsoft Excel skills (data analysis, cost tracking)
- Experience with BoQs, RFPs, and contract management

Soft Skills
- Strong communication skills in English and Swahili

Preferred Qualifications

- Experience with international NGOs in Tanzania
