Job Description
GOAL 3 is hiring a Global Operations Manager to lead and strengthen the operational systems that support the scale-up of the IMPALA medical technology across multiple countries in Sub-Saharan Africa.
This role is responsible for building operational frameworks, managing supply chain and logistics systems, coordinating partners and suppliers, and ensuring country teams have the tools and capacity needed for successful deployment of healthcare technology solutions.
The position combines strategic operations planning with hands-on execution in a fast-growing global health organization focused on improving healthcare delivery in low-resource settings.
Responsibilities
Supplier & Partner Management
- Build and maintain strong operational relationships with manufacturers, suppliers, distributors, and service partners
- Establish governance structures to monitor partner performance
- Maintain and manage Service Level Agreements (SLAs) with suppliers and technology partners
- Develop frameworks for selecting, contracting, and evaluating partners
- Support contract negotiations, renewals, and performance reviews in collaboration with leadership and country teams
Operational Planning & Coordination
- Coordinate operational capacity planning with Country Managers
- Ensure alignment between expansion plans and operational readiness
- Monitor service delivery capacity across multiple countries
- Support readiness planning for new country rollouts
- Manage cross-country operational projects and risk mitigation
- Provide operational insights for strategic decision-making
- Translate expansion plans into clear operational requirements
Supply Chain & Logistics Management
- Oversee procurement, purchasing, and order management processes
- Manage global logistics including shipping, clearance, and distribution
- Maintain inventory planning and replenishment systems
- Coordinate warehousing and distribution structures across regions
- Align supply chain operations with project implementation timelines
- Drive continuous improvement of supply chain processes as scaling progresses
Regulatory & Compliance Support
- Support medical device registration processes in operating countries
- Coordinate post-market surveillance (PMS) operational activities
- Ensure compliance with regulatory requirements across all operational processes
- Maintain oversight of compliance frameworks affecting deployment

Requirements
Essential Qualifications
- Master’s degree in Operations Management, Supply Chain, Biomedical Engineering, Healthcare Management, or related field
- 8+ years of experience in operations, supply chain, or global program management
- At least 3+ years of experience leading multi-country teams or programs
- Experience managing suppliers, distributors, or operational partners
- Strong experience in logistics, procurement, or supply chain systems
- Ability to work across multiple countries or regions
- Strong systems thinking and process-building capability
- Ability to balance strategic planning with hands-on execution
- Strong stakeholder management and coordination skills
- Interest in global health and improving healthcare in low-resource environments
Preferred Qualifications
- Experience in MedTech, healthcare technology, or global health programs
- Experience working in African healthcare systems or low-resource settings
- Experience using ERP systems (e.g., Odoo)
