Job Description / Head of Fuel Management

Dangote Industries Limited is seeking an experienced Fuel Manager for its Mtwara Plant in Tanzania. This senior fuel management role is responsible for the strategic procurement, logistics, quality assurance, and continuous availability of Compressed Natural Gas (CNG), Coal, and Alternative Fuels (AF) required for efficient cement manufacturing operations.

The Fuel Manager oversees fuel supply contracts, CNG infrastructure, coal sourcing, alternative fuel development, logistics coordination, regulatory compliance, and cost management to support uninterrupted cement plant production. This position plays a key role in improving Thermal Substitution Rate (TSR), reducing fuel costs, and ensuring compliance with EWURA, NEMC, TRA, and Dangote Group HSE standards.

Key Responsibilities

  • Develop and implement procurement strategies for CNG, Coal, and Alternative Fuels
  • Identify, evaluate, and negotiate contracts with fuel suppliers and logistics providers
  • Maintain uninterrupted fuel inventory and emergency supply contingency plans
  • Manage CNG contracts, delivery logistics, storage, regasification, and regulatory compliance
  • Oversee CNG infrastructure inspections, safety testing, and operational efficiency
  • Source, qualify, and expand alternative fuel streams such as RDF, biomass, agricultural waste, and industrial by-products
  • Improve Thermal Substitution Rate (TSR) through sustainable alternative fuel strategies
  • Manage coal and conventional fuel procurement, quality control, and combustion optimization
  • Coordinate transportation, fuel logistics, and supply chain operations for all fuel types
  • Enforce fuel quality standards through testing, supplier audits, and non-conformance management
  • Coordinate with EWURA, NEMC, TRA, and other regulatory authorities for licences and compliance
  • Manage HSE requirements for fuel handling, storage, transportation, and staff safety
  • Prepare fuel budgets, cost reports, variance analysis, and cost reduction strategies
  • Lead and develop fuel operations teams across procurement, logistics, and quality management
  • Represent the company in supplier negotiations, government engagements, and industry meetings

Requirements / Qualifications

  • Bachelor’s degree in Chemical Engineering, Process Engineering, or related technical field
  • MBA, Supply Chain Management, or Energy Management qualification is an advantage
  • Professional certifications in HSE or logistics preferred
  • Minimum 10–15 years of experience in fuel management, supply chain, or industrial energy management
  • At least 5 years in a senior or managerial fuel procurement or logistics role
  • Strong experience in coal and alternative fuel management within cement, mining, power, petrochemical, or heavy industry sectors
  • Experience with CNG or industrial gaseous fuels preferred
  • Familiarity with Tanzania regulatory bodies including EWURA, NEMC, and TRA highly desirable
  • Strong knowledge of fuel chemistry, kiln pyro-processing, and clinker fuel performance
  • Expertise in supply chain management, vendor negotiations, and fuel logistics planning
  • Knowledge of Tanzania environmental and energy regulations
  • Proficiency in SAP and Microsoft Office Suite
  • Strong leadership, negotiation, analytical, and stakeholder management skills
